WATERFOWL CONTINUE TO DIE IN CITY PARK’S DUCK LAKE IN DISTRESSING NUMBERS. Numerous government agencies are involved in the maintenance and care of the lake and its inhabitants, but it is unclear who, if anyone, is taking charge of the situation.
